be banking the weakest of the&lt;br /&gt;04:48 factions in Syria and the support the&lt;br /&gt;04:50 Obama administration has proposed will&lt;br /&gt;04:52 not be sufficient to bring down Assad&lt;br /&gt;04:54 and put them in power once committed to&lt;br /&gt;04:57 this path we risk either being forced to&lt;br /&gt;05:00 incrementally increase our support or&lt;br /&gt;05:04 facing the humiliation of losing to&lt;br /&gt;05:07 either al Qaeda groups or Assad or both&lt;br /&gt;05:10 which would delight both Iran and Russia&lt;br /&gt;05:13 we could also see the factions of the&lt;br /&gt;05:16 Opposition use our weapons to turn on&lt;br /&gt;05:19 each other and see Assad triumph in the&lt;br /&gt;05:22 chaos it is far from clear we can even&lt;br /&gt;05:26 get the weapons to the so-called good&lt;br /&gt;05:28 rebels even if we could figure out who&lt;br /&gt;05:31 that who they were President Obama has&lt;br /&gt;05:34 just announced another three hundred&lt;br /&gt;05:35 million dollars in humanitarian aid for&lt;br /&gt;05:38 Syria but only about half of the aid&lt;br /&gt;05:41 already pledged has been delivered the&lt;br /&gt;05:43 other half hasn't because of logistical&lt;br /&gt;05:45 issues and the challenges of keeping&lt;br /&gt;05:47 these resources out of the hands of bad&lt;br /&gt;05:49 actors how on earth can we expect To commemorate the 65th&lt;br /&gt;03:02 anniversary of the founding of Israel on&lt;br /&gt;03:04 June sixth, Al-Qaeda leader Ayman&lt;br /&gt;03:07 al-Zawahiri released a video calling for&lt;br /&gt;03:10 Syrians to unite to bring down the Assad&lt;br /&gt;03:13 government and to create a radical&lt;br /&gt;03:16 Islamic state. On June 9th, Zawahiri posted&lt;br /&gt;03:21 a letter on Al Jazeera announcing that&lt;br /&gt;03:23 Jabhat al-Nusra would be acting on his&lt;br /&gt;03:26 direct orders. As many of seven of the&lt;br /&gt;03:30 nine rebel groups that have been&lt;br /&gt;03:32 identified may have ties to Al-Qaeda, and&lt;br /&gt;03:35 yet these murky connections make them&lt;br /&gt;03:38 all the more difficult to properly vet.&lt;br /&gt;03:40 And as is- as is normally the case when&lt;br /&gt;03:44 Al-Qaeda moves in, more and more stories&lt;br /&gt;03:47 are spreading about the desecration of&lt;br /&gt;03:49 churches, kidnappings, rapes, and&lt;br /&gt;03:52 beheadings. These forces are engaged in a&lt;br /&gt;03:56 deadly struggle with the Assad regime&lt;br /&gt;03:58 and President Obama has chosen this&lt;br /&gt;04:01 moment to signal that it is now suddenly&lt;br /&gt;04:04 in our vital national security interests&lt;br /&gt;04:06 to intervene in Syria. It seems far more&lt;br /&gt;04:10 likely a recipe for disaster. We are told&lt;br /&gt;04:15 that the United States will provide only&lt;br /&gt;04:17 small arms and ammunition, and only to&lt;br /&gt;04:19 the more secular democracy minded rebels.&lt;br /&gt;04:22 And that they will not fall into the&lt;br /&gt;04:24 hands of those who attacked us on&lt;br /&gt;04:26 September 11th,&lt;br /&gt;04:27 not to mention more recently in Fort&lt;br /&gt;04:30 Hood, Benghazi, and Boston. Although there&lt;br /&gt;04:34 are no details as to how the president&lt;br /&gt;04:35 plans to differentiate between good and&lt;br /&gt;04:38 bad actors. Even if we could clearly&lt;br /&gt;04:42 identify the good rebels, so to speak, we&lt;br /&gt;04:46 would be backing the weakest of the&lt;br /&gt;04:48 factions in Syria and the support the&lt;br /&gt;04:50 Obama administration has proposed will&lt;br /&gt;04:52 not be sufficient to bring down Assad&lt;br /&gt;04:54 and put them in power. It is far from clear we can even&lt;br /&gt;05:26 get the weapons to the so-called good&lt;br /&gt;05:28 rebels, even if we could figure out who&lt;br /&gt;05:31 they- who they were. President Obama has&lt;br /&gt;05:34 just announced another three hundred&lt;br /&gt;05:35 million dollars in humanitarian aid for&lt;br /&gt;05:38 Syria, but only about half of the aid&lt;br /&gt;05:41 already pledged has been delivered the&lt;br /&gt;05:43 other half hasn't because of logistical&lt;br /&gt;05:45 issues and the challenges of keeping&lt;br /&gt;05:47 these resources out of the hands of bad&lt;br /&gt;05:49 actors. How on earth can we expect to&lt;br /&gt;05:52 deliver guns if we can't even get MREs&lt;br /&gt;05:55 into the country? Regardless, let me&lt;br /&gt;05:59 suggest a simple rule: don't give weapons&lt;br /&gt;06:03 to people who hate us. Don't give weapons&lt;br /&gt;06:07 who peop- to people who want to kill us.&lt;br /&gt;06:10 U.S. foreign policy should be directed&lt;br /&gt;06:13 at one central purpose: protecting the&lt;br /&gt;06:16 vital national security interest of the&lt;br /&gt;06:18 United States. But there is something that is:&lt;br /&gt;06:27 preventing Syria's large stocktile-&lt;br /&gt;06:30 stockpile of chemical weapons from&lt;br /&gt;06:33 falling into the hands of terrorists. We&lt;br /&gt;06:36 know that Assad has used these weapons,&lt;br /&gt;06:37 and there is good reason to suspect that&lt;br /&gt;06:40 the Al-Qaeda&lt;br /&gt;06:41 affiliated rebels would use them as well,&lt;br /&gt;06:43 if they could get their hands on 'em. (person coughs in the background) This&lt;br /&gt;06:45 poses an intolerable threat not only to&lt;br /&gt;06:48 our friends in the region but also to&lt;br /&gt;06:49 the United States. We need to be&lt;br /&gt;06:52 developing right now a clear practical&lt;br /&gt;06:55 plan to go in, locate the weapons, secure&lt;br /&gt;06:58 or destroy them, and then get out. We&lt;br /&gt;07:01 might work in concert with our allies,&lt;br /&gt;07:04 but this needs to be an operation driven&lt;br /&gt;07:07 by the mission, not by a coalition. But just&lt;br /&gt;08:30 yesterday in his long speech on national&lt;br /&gt;08:32 security at the Brandenburg Gate,&lt;br /&gt;08:35 President Obama did not even mention his&lt;br /&gt;08:38 planned intervention in Syria. He told us&lt;br /&gt;08:41 that he is a quote "citizen of the world,"&lt;br /&gt;08:45 but he is also President of the United&lt;br /&gt;08:48 States, and he owes the American people&lt;br /&gt;08:51 and explanation. President Obama needs to&lt;br /&gt;08:54 explain&lt;br /&gt;08:55 why arming the Syrian rebels is now worth&lt;br /&gt;08:57 our intervention, when it wasn't two&lt;br /&gt;08:59 years ago. He needs to explain how he has&lt;br /&gt;09:03 established which rebels are the&lt;br /&gt;09:05 appropriate recipients of this support.&lt;br /&gt;09:06 He needs to explain how this limited&lt;br /&gt;09:10 support will make a material difference&lt;br /&gt;09:12 in Syria. The new government in Libya,&lt;br /&gt;11:22 however well-intentioned, proved&lt;br /&gt;11:25 incapable of managing the security&lt;br /&gt;11:28 threat from terrorist militias in the&lt;br /&gt;11:29 country. And nine months ago, tragically,&lt;br /&gt;11:32 four US personnel were brutally murdered&lt;br /&gt;11:35 in a terrorist attack, an attack that we&lt;br /&gt;11:38 have yet to track down and punish any of&lt;br /&gt;11:42 the terrorists who killed our personnel&lt;br /&gt;11:44 in Benghazi. And with this track record&lt;br /&gt;11:48 of incoherent and indecisive action&lt;br /&gt;11:51 resulting in setback after setback to&lt;br /&gt;11:53 the United States, we are supposed to&lt;br /&gt;11:56 just trust President Obama to do a&lt;br /&gt;11:59 better job managing the situation in&lt;br /&gt;12:01 Syria? All Americans would like to see secular democracy minded forces in Syria come to power, but President Obama's failed policies over the last two years have left us with no good options at this time. Instead the Obama administration stood by for months apparently in the hopes that they could make Assad see reason. Before long military hostilities broke out, but President Obama chose not to act, hoping instead to lead from behind. In the course of the war Assad has benefited from weapons from Iran and Russia, and from fighters from Hezbollah. Our repeated entreaties to the Russians to help us resolve this crisis have fallen on deaf ears.
