Cloudsdale is now peaceful and safe once again. There are shops to buy things and even a bakery to cook new items. There is also the balloon to pay Spike, the Cakes, and the ponies of Ponyville a visit. However, you must go to that Royal Guard in Cloudsdale. He has a message from Celestia, saying that Diamond Dogs had robbed jewelry stores in Canterlot, but teleported away from the gems with unicorn magic. This leads the Mane Five to the caves of the Diamond Dogs, where they would hopefully find Rarity.
